permitting it to be seen any

where providing it does not

interfere with a clear view

of any particular action of

any of the groups as [of] figures.

In fact you might make

a good use of the grass in

filling up such spaces as

in your own judgement [sic] would

be improved. In regard to the

flag of the "godess [sic] of liberty," as

it was there have it. But at

the same time history would

suggest the "lone star" prominent
