McMinn as one of the commission-
ers of last Treaty. And from his
advice I will be induced to issue
some blankets to women, who can
produce vouchers to satisfy me that they
are really the only heads of a family. In
this transaction, I am aware that the
responsibility rests on myownshoulders[.]
I would not have been induced
to act thus, but some are in a destitute
situation, and a few blankets will answer
