Mr Smith is much exasperated and
I expect will remonstrate against
it to the dept of war because [?] he
supposes it will injure the business
of his store. With becoming deference
I will propound a question. Is it com-
patible with the duties of an Agent
of the Government to be engaged in
mercantile speculation[?]
