On October 5, 1964, Texas Attorney General Waggoner Carr issued a report to Governor Connally “regarding the events in Dallas of November 22, 1963, and subsequent thereto,” titled Texas Supplemental Report on the Assassination of President John F. Kennedy and the Serious Wounding of Governor John B. Connally. A mere 20 pages, not counting approximately 3,000 pages of supporting documents, it was intended from the start to supplement—not to supplant—the report of the President's Commission on the Assassination of President Kennedy, known unofficially as the Warren Commission after its chairman, U.S. Chief Justice Earl Warren. Carr and his special counsel Leon Jaworski both agreed with the Commission’s report that Lee Harvey Oswald was the lone assassin, and that there was no conspiracy, either domestic or foreign.
Among the points that Carr made in his report were that the “rule of law” prevailed; that Texas afforded the accused—Lee Harvey Oswald—all his constitutional rights, without mistreatment; and that our system of government survived the tragedy without any breakdown of public order, ensuring a peaceful transfer of power to Vice President Lyndon B. Johnson.
A 10-page memorandum from Waggoner Carr dated June 7, 1964 offers a detailed description of U.S. Chief Justice Earl Warren and Congressman Gerald Ford’s visit to Dallas, representing the Warren Commission. This trip was partly to tour all locations involved in the events of November 22-24, 1963, but also to interview Jack Ruby.
Press memoranda from the Office of the Governor provide information on Connally’s condition the day he was wounded and the progress of his recovery four months later. The March 27, 1964 press release announces the donation of his clothing to the Texas State Archives.
